Vodafone are using both, quite clever tbf as expands where they can offer Fiber service.
Like my house has the option of Openreach or Virgin and this is what Vodafone offers,

Where as my friends house is covered by openreach fttc, Virgin, and City Fibre,

I believe Vodaphone now offer 1.6 packages using Openreach infrastructure, I would be nice to see Aquiss offer it as they have a really nice support team from what I've seen
